The criminalization of cannabis has been an unmitigated disaster for marginalized communities for decades. This legislation would’ve brought my state in line with our neighbors - it also would’ve quadrupled the amount of money devoted to mental health and drug and alcohol abuse prevention. This legislation serves as the basis of a voter initiative in 2020.
Legalizes and regulates the use of marijuana.
Establishes a tax on purchases of marjuana and creates an account for revenue.
Distributes an estimated biennial $150 million to public education (40%), DPHHS mental health (15%), DPHHS alcohol and drug prevention (10%), cities/towns (5%), counties (5%), and DOR administration (5%).
Allows for a local option sales tax and local option implementation for sale of marijuana.
Reforms the criminal justice code to review those incarcerated for possession and use of marijuana.
